Insulation and Leakage Testing Basics Equipment—including motors, drives, cables, and transformers—relies on insulation for proper operation. In insulation testing, a relatively high DC voltage is used to make leakage current more apparent (similar to pressure testing a plumbing system). Although instruments supply high voltage, the current delivered is strictly limited to protect machinery and ensure operator safety.

Most digital multimeters have a resistance measurement capability, but this function uses just a few volts. What’s needed is to test the insulation at a higher voltage than working voltage. This will ensure that any leakage will show up, and if there is a potential for arcing it will occur under controlled test conditions. If testing above the working voltage is not possible, insulation resistance can be determined by measuring leakage current directly with a leakage clamp meter.
